Making Use of Electronic Plans/Bidding MANDATORY August
2009 ~ The WVDOH has announced that beginning with the October 14, 2009
letting the use of Bid Express will be mandatory, thus eliminating traditional
paper bidding. Paper plans and documents will also no longer be available at that
time, although the low bidder will still be provided a printed set. Documents
will be available electronically to subscribers at www.bidx.com.
The WVDOH has been encouraging the use of Bid Express and the vast
majority of bidders on their projects are already using the service. The CAWV
has also supported the move to electronic bidding. The WVDOH does plan to continue
making a Plan Holders list available on Bid Express and they are exploring the
possibility of posting the same information on the WVDOH website. At this time,
anyone downloading plans must request to be added to the Plan Holders list. The
DOH is working with Bid Express on automating this process but in the interim,
anyone downloading plans must call, fax or email their request to be added to
the list to Contract Administration. Information
on subscribing to Bid Express for bidding or for obtaining plans can be found
at www.bidx.com. We welcome your comments or
questions regarding this issue. Contractors not already signed up for the service
need to do so soon to avoid any interruptions in the bidding process. Potential
bidders need to allow time for obtaining an electronic signature, which is part
of the Bid Express application. ________________________________
New
WVDOH Supplemental Specifications Approved Contractors,
subcontractors and suppliers will want to look closely at future proposals as
several new Supplemental Specifications were recently approved by the WVDOH and
FHWA. The new provisions are planned for use on all projects bidding after September
1st but may appear in some August lettings. New

Specification Takes Effect in WV The WVDOH will officially
institute a ride quality specification next month after experimenting for two
seasons with a pilot specification.
The new Section 720 Special Provision
(see link below) will provide for incentives and disincentives for
ride quality measured by use of an inertial profiler on all National Highway System
(NHS) highways. Profilers and operators must be certified by the WVDOH.
NHS
routes in West Virginia are identified below on the map link. The DOH anticipates
putting this Special Provision in all NHS projects beginning in July and may add
it to other projects by addendum or change order. Please review any Supplemental
placed in proposals as something could change during this transition period.
Industry has worked closely with the WVDOH for several years on the development
of a ride quality program, including several training and certification programs
and a group equipment purchasing program. Map

The
State will be making all vendor pay-ments by use of the Pcard. This includes all
plant pick ups and laydown purchase orders. There is NO option for any other type
of payment in the new contract. Bidders/vendors must accept the State purchasing
card for payment of all orders placed by any State agency as a condition of award. The
WVDOH and State Auditor encourage vendors to discuss their credit card transaction
fees with their banking institution. The Auditor's Office has also offered their
assistance. You may contact either Amy Lewis or Jim Smith of the Auditor's Office
(304-558-2251) Purchase Card Section for help with negotiating rates and learning
more about the overall credit card/Pcard process. Now that there is no limit or
cap on the amount of a state credit card payment, vendors are encouraged to learn
more about special rates for "large transactions". WVDOT

Direct
Deposit your WVDOH Payments There
are still a few highway contractors not taking advantage of the state's Direct
Deposit Program.
The State Auditor's Office offers contractors/vendors
the opportunity to have their payments electronically deposited directly to the
bank of their choice. The vendor then has web access to a complete accounting
of all their state payments and deposits. Direct Deposit offers a safe and efficient
means of replacing the use of paper checks.
You can learn
more about the program by going to www.wvsao.gov
and choosing Online Sign Up for Direct Deposit under the ELECTRONIC
PAYMENTS menu option or by calling their office at 304.558.2261, ext 2164. Be
sure to include your email address on the application so you will receive email
notification of each deposit to your account.

can also answer questions about the program and assist with getting you started.

Clarifies Load Limit Policy (109.20)
July
26, 2007 - The WVDOH hopes the memo, "Price
Adjustment for Load Limit Violations - Understanding and Complying with the Special
Provision/Governing Specifications", resolves confusion regarding Special
Provision 109.20.
Contractors and suppliers are encouraged to review this
document, as the guidelines are effective for all projects let on, or after, August
7, 2007. The memo clearly defines the Maximum Allowable Gross Weights allowed
on WVDOH projects, as determined by the project limits and whether the project
is located on a WV or US route or Interstate. The DOH Construction Division provided
this guidance to their District personnel this week.

Purchasing Division On-line Bid Results/Tabulations
The
WV State Purchasing Division now offers complete bid results and tabulations on
their website.
The Purchasing Division is the agency that receives bids
for commodities for all state agencies, including the WVDOH. The Purchasing Division
now scans in each bidders documents following the letting and makes the information
available in downloadable form.
You simply look up Received Bids,
go to the Bid Date for the letting or Purchase Order you are interested
in, and then open the Request for Quotation Number for the bids you
want.
Each bidder is assigned a number and each file must be downloaded
individually for review and/or printing. ________________________________
