WVDOH Certification Program for
Asphalt Field Personnel
New WVDOH Certification Program for
Asphalt Field Personnel -- classes begin in December 2011.
The WVDOH and industry are taking another step toward implementing
a new technician certification program for individuals involved
in asphalt paving. The new certification, Asphalt Field Technician,
will ultimately be required for one or more persons on the paving
crew. Training and testing opportunities will be held on December
12 to 15, 2011 and January 17 to 20, 2012. A class agenda can be

Both classes will be held at Cedar Lakes Conference Center
in Ripley, WV.

The WVDOH has not yet identified a
date when the new certification will be required but it is referenced
in the current spec book and material procedures. Firms involved
in asphalt paving are encouraged to begin the process of getting
personnel certified so you are prepared for the new requirement.
Also, the DOH has not yet identified a specific person on the crew
that needs the certification, or the number of asphalt field technicians
required for each crew. The new certifi- cation will include an
asphalt density measurement module and nuclear density gauge training.
Persons, who successfully pass the written exam and density gauge
practical on the last day of the class, will be certified to do
asphalt field density measurements of asphalt pavements.
The WVDOH is also in the process of
changing the name of the current "Hot Mix Asphalt Technician
Certification" to "Asphalt Plant Technician Certifi- cation".
This change helps define our original certification as being more
appropriate for plant operations and the new certification for field
personnel. The term "Hot Mix" is also being phased out
of our specifications as the market moves to the use of more Warm
Mix Asphalt technology.
Class size is limited to 30 each
from
industry and DOH.

New DOH Spec Book Available
The much anticipated hard copy of the new 2010 Standard Specifications
Roads and Bridges is now available from the Contract Administration
Division of the WVDOH. An on-line version is also available on
the WVDOH website. There is also a 2011 Supplemental Specifications
publication available, also in print and electronic form. The
new document contains many new and rewritten sections. An update
on the new book and the DOH's use of electronic bidding will be
provided at EXPO in seminar number 30, which can be found at
www.wvexpo.com.
Contractors should note that the new Specification Book is applicable
on all projects bidding now and in the future. Also carefully
review proposals to see if any Special Provisions or other prevailing
plan notes are included.

Purchasing Division On-line Bid Results/Tabulations
The
WV State Purchasing Division now offers complete bid results and
tabulations on their website.
The Purchasing Division is the agency that receives bids for commodities
for all state agencies, including the WVDOH. The Purchasing Division
now scans in each bidders documents following the letting and
makes the information available in downloadable form.
You simply look up Received Bids, go to the
Bid Date for the letting or Purchase Order you are
interested in, and then open the Request for Quotation Number
for the bids you want.
Each bidder is assigned a number and each file must be downloaded
individually for review and/or printing.
