MP Committee Meeting – July 24, 2024
The WVDOH Materials Procedures (MP) Committee’s next meeting will be held in person on July 24 at 10:00 a.m. at the CAWV office located at 2114 Kanawha Boulevard East in Charleston. Anyone unable to attend in person can join via Google Meet (see details below).
This month’s meeting agenda consists of two old business items, including one regarding new product evaluation which is up for approval and one MP regarding Buy America Waivers which has been deferred to the August meeting.
- 106.00.02 - Procedure for Evaluating Products for Use in Highway Construction
- Adds the ability to accept material for purchase order materials. Removes “No APL” letter.
- 106.10.51 - WVDOH Buy America Waiver Guidelines
- Splitting out from 106.10.50 due to length and complexity. Outlines waiver process for Buy America Materials. Pending incorporation of updates from FHWA
The agenda also includes two five editorial changes regarding the NTPEP name and replacing it with APEAS(AASHTO Product Evaluation and Audit Solutions).
- 603.02.10 Guide For Approval of Component and Ship Loose Materials Pertaining to Precast and Prestressed Concrete Items
- 709.01.55 Criteria To Approve Plain Reinforcing Steel Bars Used in Concrete
- 709.04.22 Acceptance Criteria for Steel Wire Reinforcement Used in Concrete
- 711.00.22 Quality Assurance Testing of Coating Products Listed on WVDOH Approved Product Lists (APLs)
- 712.04.50 Criteria To Approve Fabricators of Guardrail Beams, Steel Guardrail Posts and Hardware
Finally the agenda includes seven new business items.
- 717.04.21 Guide For Quality Control of Compaction
- Reintroduction of missing Table D - Lift Thickness Measurements
- 106.10.50 WVDOH Buy America Acceptance Guidelines
- Removes waiver for Manufactured Materials in anticipation of FHWA Update.
- 106.00.05 Acceptance of Materials Via Approved Products List
- Creates approval and documentation process for APLs
- 601.03.50 Guide for Quality Control and Acceptance Requirements for Portland Cement Concrete
- Adds E-Ticketing.
- Updates for resistivity testing, and adds an (*) for T358 testing.
- The Following all adds E-Ticketing requirements
- 604.02.40 Inspection and Acceptance Procedures for Precast Concrete Products Adds E-Ticketing.
- 714.03.30 Quality Assurance of Reinforced Concrete Culvert, Storm Drain, and Sewer Pipe Adds E-Ticketing.
- 603.10.40 Inspection and Acceptance Procedures for Prestressed Concrete Bridge Members.

UPDATE 2024/07/24
Discussion ensued regarding MP 106.00.02, detailing the use of the MP for Purchase order, editorial comments were suggested and the MP was voted on and approved 5:0.
MP 106.10.51 - Discussion regarding the removal of Manufactures product waivers which is still in the Rule making process however is not official by the FHWA so this MP will not be approved until those guidelines are approved. MP Deferred until August.
MPs listed as Editorial Updates to change naming of NETPEP to AASHTO Product Evaluation and Audit Solutions were all approved 5:0, other nonsignificant editorial changes were also included.
New business items were introduced as described above.
