MP Committee Meeting – August 21, 2024

The WVDOH Materials Procedures (MP) Committee’s next meeting will be held in person on August 20 at 10:00 a.m. at the Materials Control Soils and Testing Division Conference Rm., 190 Dry Branch Drive, Charleston WV.  For those unable to attend in person please join via Google Meet (see details below).

This month’s meeting agenda includes eight old business items, including six expected to be approved related mostly to E-ticketing of Precast Concrete Products, bridge members, and other concrete products.

  • 106.00.05 Acceptance of Materials Via Approved Products List (UP FOR VOTE)
    • Creates approval and documentation process for APLs. Adds E-Ticketing guidance. Spec Update also included
  • 106.10.50 WVDOH Buy America Acceptance Guidelines
    • Removes waiver for Manufactured Materials in anticipation of FHWA Update.
  • 106.10.51 WVDOH Buy America Waiver Guidelines
    • Splitting out from 106.10.50 due to length and complexity. Outlines waiver process for Buy America Materials. Pending incorporation of updates from FHWA
  • 601.03.50 Guide for Quality Control and Acceptance Requirements for Portland Cement Concrete(UP FOR VOTE)
    • Adds E-Ticketing. Updates for resistivity testing and adds an (*) for T358 testing. Removes Industry testers list from QC.
  • 604.02.40 Inspection and Acceptance Procedures for Precast Concrete Products(UP FOR VOTE)
    • Adds E-Ticketing.
  • 714.03.30 Quality Assurance of Reinforced Concrete Culvert, Storm Drain, and Sewer Pipe(UP FOR VOTE)
    • Adds E-Ticketing.
  • 603.10.40 Inspection and Acceptance Procedures for Prestressed Concrete Bridge Members(UP FOR VOTE)
    • Adds E-Ticketing.
  • 717.04.21 Guide For Quality Control of Compaction(UP FOR VOTE)
    • Table D - Lift Thickness Measurements. Removes Industry testers list from QC.

The agenda also includes one editorial MP for the reconfirmation of Calibration of Batch scales,

  • 700.00.30 Certification of Batch Scales and Calibration of Standard 50 Pound Test Weight (UP FOR VOTE)
    • RECONFIRMATION

Four new business items will also be presented to the committee with related to multiple Quality Assurance System MPs, and the WV Technician Certification Guidebook.

  • 700.00.53 Procedure for the Independent Assurance Program
    • Major Re-Write based on FHWA guidance
  • All Quality Control MPs
    • Removes Industry testers list from QC
  • 106.03.50 General Information Guide for Technician and Inspector Certification Program (TICP)
    • General Updates including Cert Board, and update of new classes. Removal and incorporation of handbook
  • 106.00.04 Material Certification
    • Update for new process.

Olivia fell into the asphalt industry while still in college, and got a summer internship working in a quality control lab. She says, “I loved this job so much I immediately joined the Shelly Company full time after I graduated in 2019. During my time there I worked in construction scheduling and mainly estimating. I was fortunate to work with many crews and be exposed to many parts of the company that gave me appreciation for the industry as a whole.”

WofA Spotlight – Jodi Johnson

Jodi started at Kelly Paving, Inc in 2002 as a Flagger through the WV Laborers Apprentice Program. In 2019, She was promoted to a Foreman position as Traffic Control Supervisor. In 2023, she became a Milling Foreman. She said the main reason she got into Construction was her entire family worked in the industry. Jodi brings an enthusiastic and positive attitude to work every day. She does an excellent job uniting everyone from hired haul drivers to subcontractors to achieve the common goal and is an instrumental part in making things happen out on the road. Jodi says, “I tell everyone the only thing I would have done differently was I would have started this career sooner. I love my job!” She does an excellent job uniting everyone from hired haul drivers to subcontractors to achieve the common goal. You will never find her without a smile on her face.
