WVDOH Standards & Manuals Committee-April 2

The WVDOH Standards & Manuals Committee’s next meeting will be held in person on April 2, 2025, at 9:00a.m. in Room 820 in Building 5 of the WV Capitol Complex, 1900 Kanawha Blvd. E., Charleston, WV. For those unable to attend in person please join via Google Meet, details below. Copies of the proposed changes for the meeting are available - April Packet.
The Standards Committee agenda:
- Three Old Business, all have April Approval Expected. Two Structural Directives: SD 2090 – Jointless Bridge Abutments and SD 2110 – Piers along with one Design Directive DD814-On Job Training. The two SD’s provide additional guidance to designers, SD 2110 also has been modified to add limits to reinforcing steel and additional evaluations procedures for loading due to rehabilitation activities. DD814 was modified to better clarify OJT requirements on Federal funded projects and what documentation is required.
- Two New Business items. DD201 - Public Involvement Process, which updates language for virtual meetings. DD 701-Contract Plan Presentation revises adds language regarding the Environmental Permit Impact Commitment Sheets which plan a crucial role in EPA's environmental compliance
The Manuals Committee agenda:
- Two items, both have April Approval Expected. First is updates and revisions to the Consultant Services Manual. The second item is the WVDOH Construction Manual, which will see revisions to the language in Section 642 dealing with Permits and Sediment Control. Forms for Environmental Construction Inspections have also been added.

Olivia fell into the asphalt industry while still in college, and got a summer internship working in a quality control lab. Jodi started at Kelly Paving, Inc in 2002 as a Flagger through the WV Laborers Apprentice Program. In 2019, She was promoted to a Foreman position as Traffic Control Supervisor. In 2023, she became a Milling Foreman. She said the main reason she got into Construction was her entire family worked in the industry. Jodi brings an enthusiastic and positive attitude to work every day. She does an excellent job uniting everyone from hired haul drivers to subcontractors to achieve the common goal and is an instrumental part in making things happen out on the road. Jodi says, “I tell everyone the only thing I would have done differently was I would have started this career sooner. I love my job!” She does an excellent job uniting everyone from hired haul drivers to subcontractors to achieve the common goal. You will never find her without a smile on her face.
