WVDOH Releases Surplus Funding Projects

Tuesday, June 11th, 2025, the WVDOH released a list of projects that will be funded from the transfer of general revenue surplus funds.  The complete list published by the WVDOH can be downloaded here.  If you would like to view and download APAWV's combined workbook, click here.

As signed by Governor Morrisey on April 17, the 2026 State Fiscal Year Budget Bill denotes a $100 million general fund transfer to the State Road Fund.  The funds were ultimately broken down as follows:

  • $6 million - SRIC contracting in Monongalia and Preston Counties
  • $10 million - Equipment
  • $84 million - Roadway Maintenance/Paving

Of the $84 million in roadway maintenance, roughly 93% will be some fashion of asphalt overlays performed via purchase order contracts by industry. The balance, while still asphalt overlays, will be self-performed by the WVDOH district forces.  All together these funds will account for 425 projects, covering roughly 580 centerline miles of paving across all 55 counties in the state.  A breakdown of dollars per DOH district is shown below with the full list of projects below.
