WVDOT Browser-Based Bidding Experience Starts December 9, 2025

West Virginia Department of Transportation released notice that updates to their BidX bidding process will take place beginning with the letting on December 9, 2025. Currently, members will observe an absence of projects and lettings on BidX past the November 18 letting. This absence is due to the incompatibility of the current and new bidding systems, therefore WVDOH has no way of displaying projects for future lettings until the closure of the November letting. WVDOH will roll over to the new system following the November letting which will allow for the future lettings and projects to become visible. WVDOH has informed CAWV that the number of projects as well as their complexity will be minimized for December’s letting to ensure a smooth transition.
WVDOH and CAWV strongly encourages bidders to visit the Knowledge Center Contractor Toolkit: Bid Submission on Bidx.com for details on how this change will impact bidding procedures. Walking through the Contractors Guide will also help you navigate the new system and prepare you for bid day. The largest change members will notice is the elimination of the current AASHTOWare Project Bid Software in leu of a completely browser-based experience within BidX.com. This means bidders will no longer download “.ESBX” files but will entering bid information directly into their web browsers.
If you have any questions or concerns, please contact John Crane at jcrane@asphaltwv.com. If you are experiencing issues once the roll over occurs, please contact WVDOH Contract Administration directly at DOHContractProcure@wv.gov.
