In accordance with WVDOH Specification Section 109.10, WVDOH has released the Fuel, Asphalt, and Cement price adjustment indices effective December 1, 2025, as shown below.

This month’s indices show a roughly 2.5% decrease to the Asphalt index, concluding 2025 calendar year at $549, the lowest level in nearly 4 years.  While Asphalt showed a decrease, Fuel increased to the highest level of the year, $2.6849, a increase of roughly 10%.  Rounding out the indices, Cement remains, for the 7^th month, at $282.40.
