WVDOH December 2025 Material Indices

In accordance with WVDOH Specification Section 109.10, WVDOH has released the Fuel, Asphalt, and Cement price adjustment indices effective December 1, 2025, as shown below.
This month’s indices show a roughly 2.5% decrease to the Asphalt index, concluding 2025 calendar year at $549, the lowest level in nearly 4 years. While Asphalt showed a decrease, Fuel increased to the highest level of the year, $2.6849, a increase of roughly 10%. Rounding out the indices, Cement remains, for the 7th month, at $282.40.
