WVDOH has released its Fuel, Asphalt, and Cement Price Adjustment Indices effective September 1, 2026, as noted below.  Please note that WVDOH’s official index website has been relocated to https://transportation.wv.gov/fuel-asphalt-and-cement-prices

*****IMPORTANT PURCHASE ORDER NOTE*****

For both upcoming Asphalt Pickup and Asphalt Laydown Purchase Orders Contracts, the September index values are to be used, regardless of their October 1^st bid date!

The following language can be found within Section 4 – Price Adjustments within both contract Specifications:

“The bidding index for asphalt cement and fuel will be listed on the Contract Administration website for Fuel, Asphalt and Cement Prices Adjustments listed for September 2026. Contract Base Price at time of bid will be based on September 2026. Reference: https://transportation.wv.gov/fuel-asphalt-and-cement-prices.”

Following five consecutive monthly increases, the Asphalt Index declined in comparison to August by $9, or approximately 1.3%, to $694.00 per ton.  The Fuel Index increased by approximately $0.38, or 9.2%, to $4.4728 per gallon, its highest level since June. The Cement Index remains unchanged at $204.45 per ton.
