UPDATE: (2026-09-18)

On September 16th, WVDOH released two amendments for their Asphalt Laydown Purchase Order to address the various questions which were received during the question period.

Original Story

On Friday, August 26, 2026, WVDOH opened to bid their two annual asphalt purchase order contracts: Asphalt Material Pick Up by Agency; and Asphalt Materials, Delivery & Labor by Vendor.  Both contracts can be found on the WVOasis website.

Please note the October 1st contracts close date vs the September Index Usage.  While the closure is October, Section 4 of both contract specifications outlines that September's materials indexes for Asphalt and Fuel shall be used as the as the bidding index values.  Please see the Section 4 excerpt from both Purchase Order Contracts [Laydown Contract (ARFQ DOT2700000013) / Pickup Contract (CRFQ DOT2700000012)]

Section 4. PRICE ADJUSTMENTS: The bidding index for asphalt cement and fuel will be listed on the Contract Administration website for Fuel, Asphalt and Cement Prices Adjustments listed for September 2026. Contract Base Price at time of bid will be based on September 2026.
