New Business Revises the Concrete category in Attachment 1 by removing Rapid Chloride Permeability and adding Surface Resistivity. Surface Resistivity uses the standard submission timeframe in Section 3.1; the existing penalty framework in Section 3.2 remains unchanged.

Procedure for Evaluating Independent Assurance Samples With Acceptance Samples
New Business Adds Surface Resistivity to the Portland Cement Concrete Independent Assurance program in Section 7. AASHTO T 358 testing is required at one set per year for each applicable QA tester and testing equipment. The revision adds cylinder, tester, equipment and result documentation; curing under Supplemental Specification 601.4.5; 4-by-8-inch cylinders; and a surface resistivity meter to the listed QA equipment.

Procedure for Evaluating Quality Control Sample Test Results with Verification Sample Test Results
New Business Adds Surface Resistivity to the Portland Cement Concrete test results evaluated under the Project Approach in Section 4.2.4. The result will be included when QA samples are linked to and used to verify the applicable QC sample data set.

It defines the Responsible Person role; clarifies the supervised 40-hour training, documentation and practical-exam requirements for applicable aggregate, asphalt, concrete and soils certifications; updates certification, recertification and reciprocity provisions; and adds a training Code of Conduct with examination rules and disciplinary actions.

Commercial and Potential Skid Resistant Aggregate Source Approval Procedures
New Business Creates a new MP governing approval, monitoring, removal and reinstatement of aggregate sources supplying WVDOH projects. Initial approval requires an HL-468, AASHTO-accredited full-quality test data, e-ticket capability, an onsite review and 20 passing full-quality samples within 12 months. Approved sources are subject to annual random coarse- and fine-aggregate sampling. The MP also establishes staged action for failing samples, removal after three years of inactivity, and reinstatement based on three accredited passing tests followed by six passing MCS&T samples.

Complete rewrite establishing the submittal and approval process for contractor and fabricator painting QC plans covering surface preparation, coating application and inspection. The submitter may use the fillable form or MCS&T Toolbox web application and must provide product, APL, color and quantity information plus technical data sheets, the QC manual and applicable AMPP QP1/QP2 certifications. Accepted plans are documented by a Materials Inspection Report under MP 110.00.40.

Guide for Development of the Contractor's Environmental Control Plan for Spent Material Prior to Painting Existing Structures

Complete rewrite establishing submission and approval procedures for environmental control plans when coatings are removed before field painting. Field-painting submissions must identify abrasives, containment, monitoring methods and hazardous-waste disposal and include containment drawings, calculations, and the contractor’s Environmental Protection and Work Plan. A fillable form or Toolbox web application may be used; shop painting requires no supporting containment documentation. Accepted plans are documented by a Materials Inspection Report under MP 110.00.40.
