WVDOH October 2026 Material Indices

WVDOH has released its Fuel, Asphalt, and Cement Price Adjustment Indices effective October 1, 2026, as noted below. Please note that WVDOH’s official index website has been relocated to https://transportation.wv.gov/fuel-asphalt-and-cement-prices.
*****IMPORTANT PURCHASE ORDER NOTE*****
For both upcoming Asphalt Pickup and Asphalt Laydown Purchase Orders Contracts, the September index values are to be used, regardless of their October 1st bid date!
The following language can be found within Section 4 – Price Adjustments within both contract Specifications:
“The bidding index for asphalt cement and fuel will be listed on the Contract Administration website for Fuel, Asphalt and Cement Prices Adjustments listed for September 2026. Contract Base Price at time of bid will be based on September 2026. Reference: https://transportation.wv.gov/fuel-asphalt-and-cement-prices.”
This month’s Asphalt and Cement Indices remain at September values, $694 per ton and $204.45 per ton, respectively. While Asphalt and Cement remains stable, the Fuel Index rose sharply by $0.60, 14%, landing at $5.0848 per gallon.
