WVDOH STIP Amendment 4 – Comment Period Open

The WVDOT is seeking input on their latest revision to their Statewide Transportation Improvement Program (STIP).  The STIP is a financially constrained document that is required to show planned Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) expenditures for federal fiscal years 2023-2028.  One of the requirements of funding any project with federal transportation funds is that each proposed regionally significant project or major change to program group size undergoes a public review and comment period (closes 6/20).  Therefore, additions or deletions to the STIP and certain changes to current projects or groupable programs in the STIP must meet this requirement before federal funds can be obligated.  As such, the WVDOT has requested APAWV’s assistance in making available the listing of proposed amendments to the approved 2023-2028 STIP. Ultimately, between the two amendments the main changes reflect the comments made by Governor Morrisey during his June 10th press conference.  That is that the WVDOH is to have a higher focus on maintaining the roads and bridges we currently have rather than building out our system further.  Therefore, you will see a reduction to expansion projects(Regional and Local Mobilization) funding and a shift to more bridge, pavement, and traffic projects.

Below you will see the changes made between Amendment 4 and Amendment 3 (from Jan. 2025) broken down by federal fiscal year and activity types.  The data is based on the STIP Program Summary and STIP Groupable Allocation files for each amendment available on the STIP Website.

***Note:  Do not add the numbers from the two tables below together.  In theory the Program Summary table should include all funds in the Groupable Allocations.  The Groupable Allocations is a bucket within the whole program where most projects fall under(typical resurfacing program, bridge decks, etc), so it is generally the minimum spending for each activity type.  There are other projects, typically larger ones(bridge replacements, new roadway construction, other individual project >10M), that do not qualify for the Groupable Allocation and must be separated. That said, if a project that would be under a Groupable Allocation is not programed/authorized yet it will not be reflected on the Program Summary table.  For example, Pavement for FFY 2026 show $84,600,000 under the Program Summary(PS) and $110,000,000 under Groupable Allocations(GA).  This means the DOH is planning to do $110M in general pavement work under GA however since GA > PS there are project under GA which have not been programed/authorized yet and hence not reflected on PS.  On the flip side, it doesn’t mean $110M is the maximum the DOH is planning to spend for pavements, if you look at 2025 for example you will see that pavements had $263M in total program but only $140M was Groupable… Hopefully the DOH will clean this up so we can see total funding for each year/activity.
