WVDOH November 2025 Material Indices

In accordance with WVDOH Specification Section 109.10, WVDOH has released the Fuel, Asphalt, and Cement price adjustment indices effective November 1, 2025, as shown below.
November brings an end to the asphalt index’s nine-month stint at $579. With the change to $563, the asphalt index is now at its lowest point since February 2022.
At $2.4252, the fuel index remains near it past 12-month average value of $2.4126.
Finally, the cement index remains, for the 6th month, at $282.40.
