WVDOH April 2026 Material Indices

In accordance with WVDOH Specification Section 109.10, WVDOH has released the Fuel, Asphalt, and Cement price adjustment indices effective April 1, 2026, as shown below.

April brings a close to Asphalt’s slow fall over the past 3.5 years since its previous high of $761 during August 2022 in the midst of the Russia-Ukraine conflict.  Now with the initiation of the US/Israel campaign against Iran, and the Strait of Hormuz effectively closed, this month’s Asphalt index saw a roughly 17.5% increase, set at $618, with further increases likely to come.  Like Asphalt, this month’s Fuel index saw dramatic increases of roughly 51%.  Conversely, Cement remained relatively even with only a ~1% increase.
