WVDOH May 2026 Material Indices

In accordance with WVDOH Specification Section 109.10, WVDOH has released the Fuel, Asphalt, and Cement price adjustment indices effective May 1, 2026, as shown below.

As the Iran conflict continues, the Asphalt index sees another significant increase, although far less than anticipated.  The May asphalt index has been set at $675/ton, an increase of 9.2% over April.  While Asphalt had a sharp increase Fuel saw a small decrease (3.2%), bringing May’s index to $3.9767/gallon.  Cement also saw a slight decrease (1.8%) for May, $290.29/ton.

With the traffic through the Strait of Hormuz still effectively closed or severely restricted at a minimum, crude oil prices are expected to continue to rise.  According to AXIOS yesterday, President Trump said a US Naval blockade of Iran will continue until a deal addressing nuclear concerns is made. Following this announcement crude prices rose significantly, with the West Texas Intermediate (WTI) crude oil futures rising roughly 7% (https://www.barchart.com/story/news/1598020/crude-prices-surge-with-no-end-in-sight-to-us-iran-war).
