WVDOH Specification Committee – May 5, 2026

WVDOH announced their May Specifications Committee meeting for Tuesday, May 5 at 10:00 a.m. at WVDOH’s MCS&T Office at 190 Dry Branch Drive, Charleston WV 25306. For those unable to attend in person please join via Google Meet, details below. A copy of the agenda and proposed changes is attached and will be posted online at the Specifications Committee Website at HERE.
Below are the focus items for this month’s committee meeting, however, THIS IS NOT all inclusive, please take the time to review the agenda in its entirety.
- Section 651-Furnishing and Placing Soil / Section 652-Seeding and Mulching (EXPECTED APPROVAL)
- Major revisions were made to the Seeding and Mulching specifications in line with comments provided from industry.
- Multiple Specifications related to Buy America (EXPECTED APPROVAL)
- SP 106.1.4-Use of Domestic Construction Materials (De Minimis Standard)
- SP 106-Build America Buy America (2026)
- 106.1.1- Definitions
- 106.1.5-State and/or Federal Use of Manufactured Products
- Job Order Contracting Special Provision 115 (EXPECTED APPROVAL)
- This would open a contracting method for WVDOH similar to a Purchase Order system. Initially, this Special Provision will be used for piling wall projects, but WVDOH may expand it to other types of work in the future
- Other Items include
- (EXPECTED APPROVAL) SP 645-Reinforced Soil Slopes (EPS)
- Defines the physical properties, testing methods, and performance requirements for Standard Expanded Polystyrene (SEPS). It also establishes specifications for geotextile separation fabric and incorporates the requirements of SP 708 – Neoprene Sheet for Semi-Integral Abutments, where applicable.
- (EXPECTED APPROVAL) Section 660.9-Loop Traffic Detectors. This revision adds the new section 660.9.1-Loop Traffic Selant, which overhauls an existing paragraph within 660.9. This specification update ensures loop sealants are properly tested to ASTM D2240 and correctly applied to the road surface.
- (EXPECTED APPROVAL)SP 636-Temporary Pavement Markings Orange. covers the furnishing, application, maintenance, and removal of temporary orange pavement markings used for traffic control within active work zones.
- Section 401-Asphalt Paving. Allows the use of the MIT Scanning (nondestructive testing) to verify asphalt pavement thickness
- Section 506-Concrete Pavement Repair, 506.2-Materials. This revision allows calcium sulfoaluminate (CSA) cement
- Section 601-Structural Concrete, the revision adds a new Class BP of Concrete
- Section 619-Membrane Waterproofing and 705.7-Waterproofing Materials. Complete section rewrite to reflect current waterproofing practices
- Subsection 642.6.5-Silt Fence – Complete section rewrite
- Section 679 Overlaying of Portland Cement Concrete Bridge Decks. The revisions incorporates very early strength latex modified concrete from the current Special Provision into the specification.
- Subsection 709.24.4.3 adds the use of Direct Tension Indicators (DTIs), providing an additional method for tightening bolted connections
