Life-Cycle Cost Analysis for Pavement Design
Old Business Major revision and restructuring of the pavement LCCA procedure. The draft updates references and links; uses a 50-year analysis period; separates initial agency cost, user cost, future activity cost, and discount-rate inputs; applies a five-year average of the OMB Circular A-94 30-year real interest rate; and defines NPV as Initial Cost + Future Activity Cost + User Cost. Repetitive language is removed, and the former “C” factor is redefined as the Life-Cycle Cost Factor (future activity cost plus user cost) for consistency with Special Provision 103. The annually prepared WVDOH LCCA Report and resulting factors will be reviewed by the Committee and published with the Design Directives.

Alternate Design and Alternate Bidding of Pavements
Old Business Major revision and restructuring of the Alternate Design/Alternate Bid process to align with DD-647 and the approved LCCA Report. The draft clarifies use of the A + B + C method, with award generally based on A + C; requires asphalt and jointed plain concrete alternatives to be bid as complete pavement systems under Special Provision 695; and calculates NPV as Initial Cost + (Total Lane Miles x Life-Cycle Cost Factor). Alternatives more than 20% apart in total NPV are narrowed to the lower-cost pavement, while factors within 1% may be omitted from the bid comparison. The adjusted contract bid is determined under Special Provision 103.
LCCA Report
2025 Life Cycle Cost Analysis
Old Business Establishes non-project-specific Life-Cycle Cost Factors using WVDOH historical costs and FHWA RealCost 3.0 over a 50-year analysis period with a 1.4% discount rate. Inputs include $321,000 per lane-mile for concrete pavement repair; $87,000 for asphalt preservation; $228,000 for a 2-inch mill and fill; $398,000 for a 4-inch mill and fill; routine asphalt maintenance of $15,000 per lane-mile every four years; and routine concrete maintenance of $30,000 per lane-mile every eight years. Recommended factors are $608,000 per lane-mile for asphalt with preservation, $515,000 for concrete with CPR, and $716,000 for asphalt with mill and fill. The report will be incorporated by reference into DD-647 and DD-648, reviewed annually, and published on the WVDOH Publications webpage.

Complete rewrite of the procedures for developing, reviewing, approving, and publishing WVDOH Specifications/Special Provisions, Standards, Manuals, and Material Procedures. The draft establishes MCS&T administrative authority; defines Champion responsibilities; creates a five-division voting structure with a three-member quorum and majority approval; requires Open Government Meeting Act compliance; generally requires two committee meetings before a vote; allows one-meeting approval for minor/editorial changes; and establishes an emergency or exceptional project-specific approval path. The agenda states the latest revision requires FHWA concurrence for all committee-approved items. Approval is expected at the August meeting.

Major revision throughout Section 110 to clarify the Change Order review and approval chain and improve coordination among project staff, District/Regional personnel, Contract Administration, FHWA, the Contractor, and the Surety. Section 110.2.3 and the processing flowcharts are revised to reflect AASHTOWare approval roles; identify FHWA review for non-delegated Federal projects or Projects of Division Interest; and elevate monetary changes of $200,000 or more or time extensions of 30 days or more through the Director of Contract Administration and Deputy State Highway Engineer - Construction. Related language for Federal-aid concurrence, major changes/extra work, processing sequence, documentation, and LME Force Account work is updated. Approval is expected at the August meeting.

Correspondence
New Business Revises the correspondence directive that supersedes the June 18, 2014 version. The draft removes outdated named officials, mailing addresses, and references to the former Technical Support Division; directs correspondence to the manager of the responsible Division; retains standardized subject references for project numbers, route/bridge numbers, project description, subject, and county; and replaces static contact listings with links to current WVDOH Division and District webpages.
