WVDOH Specification Committee – July 9, 2025

The WVDOH announces its July Specifications Committee meeting, which is scheduled for Wednesday, July 9 at 9:00 a.m. at the WVDOH Building 5 Conference Room 820(Technical Support) at 1900 Kanawha Blvd. E., Charleston WV. For those unable to attend in person please join via Google Meet, details below.

Critical things to look for in the meeting packet (this is not all encompassing please review the entire packet):
- Section 651-Furnishing and Placing Soil, Section 652-Seeding and Mulching & Section 715.25-715.32
- Section Rewrite updating the requirements for seeding and mulching.
- 642.6-Silt Fence & 642.7-Method of Measurement (Table 642.7.1)
- Section Rewrite
- SP601-Mass Concrete & Supporting Specifications
- Section rewrite based on WVU research. Currently being held in committee which revisions by WVDOH are being made.
- WV Jobs Act SP
- Revision updates violation language from 2018, raising penalties to prime contractor and subcontractors failing to meet requirements of West Virginia Jobs Act.
- ($100/day of violation is being revised to $250/employee outside requirements/day)
- 109.20.1-Electronic Ticket Delivery
- Adds steel superstructure components (pre-fab or construct on site) and stay-in-place forms.
- 401.13.3 and 403-Joint and Crack Sealing of Asphalt Pavements
- The revision adds requirement for sealing all longitudinal joints regardless of achieved density
- 420.2.2-Fine Aggregate,2FA and 3FA
- The revision shifts Type 2FA requirements for Sieves No. 8 and No. 30 to ensure there are no conflicts with the existing aggregate being used within West Virginia.
- 601.3.2.1-Concrete Consistency
- The revision clarifies that a superplasticizer may be used in field adjustments regardless if it was included in the original approved mix design.
- Special Provisions 601 - Ultra High Performance Concrete
- The revision updates a previously approved SP by adding SMARTUP, and replacing “Holcim” with “AMERIZE”.
- 601.3-Proportioning Special Provision for Surface Resistivity of Lightweight Concrete.
- The revision updates a previously approved SP by adding sections that detail Surface Resistivity Testing.
