WV State Road Fund FY2025 Closeout

June 30th marked the closure of West Virginias 2025 fiscal year, bringing the 2025 State Road Fund to and end as well.  WV again finished its fiscal year with a revenue surplus, amounting to $254.8 million, roughly 4.8% in excess of the state's estimates.  Overall, the state exceeded its $5.2 billion estimated by collecting $5.5 billion in general revenue funds.  While the state ended in surplus, much of the $254.8 million was appropriated during the April legislative session to supplemental expenditures.  The Division of Highways will receive $100 million of the surplus for road maintenance and paving projects.  Details regarding the surplus can be found in this previous article.

While the State General fund finished with a surplus, the State Road Fund unfortunately fell just short of its estimated revenue.  Overall collections to the Road Fund amounted to $967 million, roughly 98 percent of estimated tax revenue ($989 million), a shortfall of roughly $22 million.

The State Road Fund is composed of four main contribution sources: Motor Fuel Tax, Registration Fees, Privilege or Sales Tax, and Litter Fees.  Additionally a Miscellaneous category exists, usually accounting for any General Fund Supplemental Transfers .  While falling short of total estimates, FY2025’s actual tax revenue sources, i.e. ignoring any general fund transfers, exceeded their combined estimate ($904M vs $897M).  FY2025 was also the highest combined revenues of the past five years.

Breaking down into the individual revenue sources shows FY2025 show similar figures to both FY2023 and FY2024.  Like FY2024, Privilege Tax on vehicles sales remained strong, with collections in FY2025 being nearly 10% in excess of estimated.  Looking at Fuel Tax and Registration Fees, however, both fail to achieve estimated values by 1% and 11%, respectively.
