WofA Spotlight – Patricia Fazenbaker
MEET PATRICIA FAZENBAKER
A lifelong interest in engineering
Growing up in Rio Piedras, Puerto Rico, I saw firsthand how weather and infrastructure affect everyday life. Surrounded by the Caribbean Sea and challenged by hurricanes, I became fascinated with roads, bridges, drainage, and how engineering can improve communities and keep people safe.
My journey began at the University of Puerto Rico and continued through service in the U.S. Marine Corps Engineering Battalion, where I developed leadership, teamwork, and problem-solving skills. I later earned engineering technology degrees from Penn State University and Fairmont State University, turning a lifelong interest into a career.
Experience with purpose
Over the last 20 years, I have worked in transportation, construction materials, stormwater design, land development, and project management through both public agencies and private consulting. These experiences taught me that successful engineering requires technical knowledge, collaboration, and a commitment to serving the public.
Building a career. Staying grounded.
Today, I am proud to work with the Department of Highways Construction Division Materials Lab, helping ensure the quality and durability of roads and bridges while pursuing professional licensure. Outside of work, I am a devoted wife to my husband, a proud mother of two young adult children, and enjoy spending time on our small farm with our dogs, cats, and rabbits. Maintaining a healthy work-life balance keeps me grounded and energized.
As a seasoned engineer and Woman of Asphalt, I am committed to leadership, mentorship, and building safer, more resilient infrastructure that improves the quality of life for the communities we serve.

Olivia fell into the asphalt industry while still in college, and got a summer internship working in a quality control lab. She says, “I loved this job so much I immediately joined the Shelly Company full time after I graduated in 2019. During my time there I worked in construction scheduling and mainly estimating. I was fortunate to work with many crews and be exposed to many parts of the company that gave me appreciation for the industry as a whole.”
